A sailor assigned to the USS Frank Cable was arraigned Wednesday in Guam’s Superior Court in connection with the death of a bicyclist in an auto accident.

Kevin Michael Jackson, 20, pleaded not guilty to vehicular homicide, driving under the influence of alcohol and reckless driving.

Jackson is accused of striking and killing Ramon Orbriano, 39, who was riding with a group of six cyclists at about 7:00 a.m. Dec. 23.

The cyclists and Jackson were traveling south on Marine Corps Drive in Piti village. One of the other cyclists was taken to a hospital, treated and released.

According to court documents, a Breathalyzer test indicated Jackson’s blood alcohol content was .13 percent. The complaint also says he told police he was dozing off while driving back to Naval Base Guam and decided to speed up to return to the base before he fell asleep.

Jackson’s arraignment had been postponed twice when attorneys from the public defender’s office withdrew from representing him, citing of conflicts of interest. One of the witnesses is an employee of both the public defenders who withdrew.

On Wednesday, Jackson was represented by court-appointed trial attorney David Lujan. Jackson’s next court appearance is scheduled for Jan. 26, when a trial date is to be set.
