Catano, Puerto Rico, Nov. 11, 2017: Retired Army Sgt. 1st Class Jorge A. Otero Barreto, also known as “the Puerto Rican Rambo,” has a word with Lt. Gen. Jeffrey Buchanan before the start of a Veterans Day celebration. Otero is believed to be the most decorated U.S. soldier of the Vietnam War, having received 38 military decorations during his career. Buchanan was the highest ranking U.S. military officer directing recovery efforts in Puerto Rico following the devastation caused by Hurricane Maria in September 2017.
