MUNICH — Nora Kovats, 21, former prima ballerina of Communist Hungary's Budapest Opera, and her dancing-partner husband, lstvan Rab, 23, yesterday announced all agreement with American ballet and concert impresario Sol Hurok under which he will become their exclusive world manager.

No contract ha been signed yet. but one will be arranged by mail and telephone, the refugee dancers said.

Under the verbal agreement they will appear in New York City during the next season, probably in October. Prior performances have tentatively been set for Paris and London. It is estimated their performances should bring in $40,000 during the next year under the tentative bookings laid out for them.

In a statement, which was broadcast in Russian over the Voice of America tonight, Hurok said:

"I came to Munich especially to see these artists. They won my heart ...

"I ... offered them a large guarantee so that they can live in peace and do what they want to do in freedom and earn good money."

The couple danced Friday night in Munich's Gaertner Platz Theater for the first time since they fled to West Berlin May 12. Hurok arrived too late to view the performance but talked with the stars afterwards. Representatives of the American National Ballet Theater also made the dancers an offer last Friday.
