CAMP FOSTER, Okinawa — A Kubasaki High School science teacher faces decades-old charges of sodomy and rape involving students in Fayette County, Ky.

Jack Russell Hubbard, 60, who has taught in Department of Defense Dependents Schools for 20 years, was arrested July 9 in Johnstown, Pa. He is awaiting extradition to Kentucky to face four charges of third-degree sodomy of a 15-year-old male student and third-degree rape of a 15-year old female student in the late 1970s and early 1980s.

DODDS-Pacific officials said they were aware of the charges against Hubbard, who taught on Okinawa and in Europe. Details of where he taught in Europe were unavailable Friday.

DODDS-Pacific spokesman Chip Steitz said Hubbard taught at Kubasaki High School on Okinawa and will retire in August.

“He has been working for DODDS for over 20 years,” Steitz said. “During the hiring process we did a thorough background check, as we do on all new hires, and at that time nothing was found.

“These allegations date back to the late 1970s and early 80s,” he said. “There have been no allegations made by our students or teachers during his employment in DODDS-Pacific.”

According to the Lexington, Ky., Herald-Leader, the charges stem from an ongoing civil suit against the school district by the female former student. Carol Lynne Maner, now 44, claims the school board ignored reports that she and other students were sexually abused by four teachers, a guidance counselor and a principal at her high school.

Maner accuses the board of concealing evidence of a pattern of sexual abuse and ignoring a complaint made by her mother against Hubbard and other teachers, according to an Associated Press report. A board attorney said there is no record of any complaints during Maner’s student years.

Maner claims Hubbard and the other educators felt free to engage in sex with the students because they knew the school board would not pursue action against them.

She said the abuse began when she was an eighth-grader and that Hubbard and a female art teacher took advantage of her troubled home life.

The art teacher, Roberta Walter, was arrested in Nashville, Tenn., on July 10 and extradited to Lexington.

Maner wants compensation for alleged emotional trauma, drug addiction and other problems associated with post-traumatic stress disorder, the Herald-Leader reported.

According to the criminal complaints in Lexington, the sodomy charges against Hubbard stem from allegations made by a male plaintiff in Maner’s case. He said Hubbard sodomized him some 30 times when he was 14 and 15 years old. The Herald-Leader reported that the rape charges involved Maner when she was 14.

Hubbard is the second Kubasaki teacher to face criminal charges this year. On June 13, English teacher David Jones, 47, was indicted in Naha General District Court on a charge of possession of marijuana. His trial is pending.
