Nelson Mandela, on a worldwide tour to build support for the ANC's policies, urged Germany to maintain sanctions against the South African apartheid government that had imprisoned him for 28 years. "We shall not accept anything less than complete self-determination, and the Western countries should not hinder our struggle," he said.
