Lt. Col. Jeffrey L. Feldman replaced Lt. Col. Edward Manning as commander of the 280th Base Support Battalion in a ceremony Tuesday at Ledward Barracks in Schweinfurt, Germany.

Feldman, 44, was commissioned as an infantry officer in 1985 after graduating from Kutztown State University in Pennsylvania. He served in South Korea and Hawaii before attending school for psychological operations training, later serving with the 1st PSYOP Battalion and in staff positions.

Most recently, he has worked in the Pentagon as a military assistant to the assistant secretary of defense for special operation/low-intensity conflict.

He and his wife, Barbara, have two children.

Manning, 41, is an airborne-qualified air defense artillery officer who has commanded the Schweinfurt-based 280th BSB since July 2002.

His next assignment will be with the Southern European Task Force in Vicenza, Italy.

Schweinfurt mourns two killed in Iraq

SCHWEINFURT, Germany — The Schweinfurt military community will honor two 1st Infantry Division soldiers, both killed in Iraq, at 1 p.m. Thursday in the chapel at Ledward Barracks.

Pfc. Nicholas Blodgett, 21, of the 1st Squadron, 4th Cavalry Regiment, died July 21 when his patrol vehicle hit a homemade bomb in Abdalluyah. Pfc. Nicholas Zangara, 21, of the 1st Battalion, 7th Field Artillery Regiment, died Saturday in Tikrit in a separate roadside bomb explosion.

Twenty-three soldiers from Schweinfurt-based units have been killed since the 1st ID deployed to the Middle East in February, as have 20 others from nearby bases in Vilseck, Bamberg and Kitzingen.

Budney taking over USS Emory S. Land

LA MADDALENA, Italy — Capt. Michael Budney relieved Capt. David M. Volonino as commanding officer of the USS Emory S. Land during a ceremony Wednesday.

The Emory S. Land is an intermediate repair facility serving the Mediterranean and Persian Gulf areas. It helps repair, resupply and reload surface ships and submarines.

Volonino’s new assignment is chief of staff for Attack Carrier Strike Force 7th Fleet/Carrier Group 5, the USS Kitty Hawk Battle Group.

Budney reports from the U.S. Naval Academy, where he served as the 3rd Battalion officer and acting deputy commandant. His previous sea tours include duty on board USS Memphis, USS Simon Lake, USS Montpelier and commander of the USS Pennsylvania.

VA hospital scraps new computer system

TAMPA, Fla. — The Department of Veterans Affairs said Tuesday it is scrapping a hospital’s troubled new computer system because of problems that have delayed surgeries, prompted congressional investigations and led to the resignation of several top officials.

The agency is phasing out Bay Pines VA Medical Center’s use of the computer system called the Core Financial and Logistics System, Secretary of Veterans Affairs Anthony J. Principi said in a statement.

The system was in use at the hospital as a pilot project to see how it worked before it was expanded to the rest of the VA system nationwide.
