Lt. Col. Chad R. Arcand has taken command of U.S. Army Garrison Schinnen in the Netherlands, U.S. Army officials said.

Arcand, who previously served as a senior staff observer/controller for the Joint Multinational Readiness Center in Grafenwohr, Germany, replaced Lt. Col. Fern O. Sumpter in a ceremony on base Thursday. Sumpter will soon take a staff position with the International Security Assistance Force in Afghanistan.
