Although I agree with the writer of "Poor COLA decision" (letter, Jan 26), the writer of "Life in Germany expensive" (letter, Feb. 1) is somewhat mistaken when it comes to the 19 percent value-added tax and the use of the tax form.

First, there is only a 7 percent tax on food on the economy (any food not considered a convenience food, such as soda, beer and fast food).

Second, you can use a tax form at any store or business to purchase or pay for any and all goods and services, but, it is entirely up to the business if it wants to accept the form. There is no size or price limit to using the tax form, but if you buy anything over $2,500, you will need a special form.

When I look at the price of most items and services at the post exchange, commissary, furniture store or the Army and Air Force Exchange Service garage, I would rather pay $3 for a tax form and get my 19 percent back than pay for the overpriced goods and services of the aforementioned places. Besides, the selection is much better!
