Lawsuits boost health costs

One area that I do not see being discussed in the health care debates is the number of civil litigation (malpractice) lawsuits and the high payouts that require physicians to carry huge liability insurance.
If award ceilings could be placed on physicians and hospitals, that, in itself, will drop some of the high costs of health care.
