Naval Station Mayport lieutenant arrested on child-solicitation charge

JACKSONVILLE, Fla. (Tribune News Service) — A 30-year-old Naval Station Mayport lieutenant was arrested Thursday after an undercover officer posing as the parent of a 12-year-old girl received solicitations for sex online earlier in the week, according to the Clay County Sheriff's Office.

Michael Douglas McNeil, who the Navy confirms was assigned to the guided-missile USS Lassen, was charged with traveling to meet a minor for sex, using a computer to solicit a guardian for consent and use of a two-way communication device to facilitate a felony, the Sheriff's Office said. McNeil was arrested in a coffee shop on Blanding Boulevard after meeting with a deputy pretending to be the little girl's parent.

Investigators said social media and text messages solicited the undercover deputy "to engage in sexual activity with what he believed was a 12-year-old girl," the arrest report said. Thursday a meeting was arranged in Orange Park to discuss engaging in that sexual activity. After confirming his identity, McNeil was brought to headquarters for an interview, then was arrested.

The Navy confirms that its Naval Criminal Investigative Service also is investigating the case.
