WASHINGTON — The family of a Florida fighter pilot lost in the Persian Gulf War is criticizing Navy Secretary Donald Winter over his decision to keep Navy Capt. Michael Speicher listed as missing in action.

Winter decided Tuesday against declaring killed. Despite his decision, Winter cited "compelling" evidence that Speicher is dead and said the Navy could soon close the case within a year. Speicher’s family is critical of the pessimistic assessment.
