Performance pay for Area I civilians to be previewed
CAMP RED CLOUD, South Korea â€” Area I general schedule civilian workers will get a glimpse of their future performance-based pay scale at town meetings Tuesday.
Maj. Gen. Michael Kuehr, 8th Army deputy commander, will brief Area I employees on the National Security Personnel System at Camp Red Cloudâ€™s theater from 10 to 11:30 a.m., then head to the Camp Casey Digital Conference Center for another 1 to 3 p.m. session.
NSPS is to replace the decades-old general schedule, a 15-level scale that rewarded employees in large part on length of service.
Instead, NSPS will tie pay largely to supervisor evaluations.
â€œItâ€™s a big change in the way weâ€™re going to do business,â€ said Gerry Jones, Area I Civilian Personnel Advisory Center director.
At first, no salary will go down because of the new system, and some will even receive increases based on a formula. As evaluations begin, highly rated employees can see bigger raises.
Employees must receive a rating of at least level 3 on a 5-level scale to earn extra performance pay, according to the NSPS Web site.
Meanwhile, lowly rated employees could see their pay docked, Jones said. Remedial training and other corrective action also would be available for supervisors, according to the NSPS Web site.
However, the new system aims to keep employees from that point by requiring more interaction with supervisors, who must regularly reiterate employee goals, Jones said.
Installation Management Command and 8th Army employees are scheduled to transfer to the NSPS system Nov. 11, Jones said. Defense Commissary Agency employees will make the transition in January 2008, she said.
Supervisors and employees must complete an online NSPS 101 course at http://www.cpms.osd.mil/nsps/ before attending classroom training that begins in May.
A 16-hour training course for supervisors will be held once in May and again in June at Camp Red Cloud. The course will held once in June and again in July at Camp Casey.
An eight-hour course for employees will be held twice in May and once in June and July at Camp Red Cloud. One Camp Casey course is scheduled in July.
