NCO pleads guilty to indecent acts with pre-teen

RAF LAKENHEATH, England — A noncommissioned officer with the 451st Intelligence Operations Squadron at RAF Menwith Hill, will spend six years behind bars for taking indecent liberties with a pre-teenage girl.
Tech Sgt. Randy Bitter entered a plea of guilty during a court-martial last week to one count of carnal knowledge with the girl, now 12, and two counts of indecent acts.
Capt. Josh Burgess, chief of military justice at RAF Lakenheath, where the court-martial was held, said the indecent acts took place between May 2000 and Nov. 16, 2002. The act of carnal knowledge took place on Nov. 16, 2002.
Bitter pleaded guilty and apologized for his actions, Burgess said.
“There was never a justification given in court,” he said.
Bitter was also given a dishonorable discharge and reduced in grade to airman basic.
Burgess said Bitter remained free after his arrest until the day of the trial.
Burgess said the girl was not called to testify at the trial.
“That was the big benefit of the guilty plea,” he said.
