NAPLES, Italy — Charges against a Naples-based sailor have been referred to a general court-martial after authorities conducted a second criminal investigation in January, officials said.

Chief Petty Officer Felix Correa, 41, has been charged with indecent acts with a minor, sexual harassment, and fraternization. He faces a maximum punishment of confinement for nine years, dishonorable discharge, and forfeiture of all pay and allowances, according to the Manual for Courts-Martial.

Capt. Floyd Hehe, commander of Naval Support Activity Naples, served as the general court-martial convening authority, and decided Monday to refer the charges, Chief Petty Officer Dawn Scott, base spokeswoman, said in an e-mail released Wednesday.

Correa is the communications watch floor supervisor for the Naval Computer and Telecommunications Station, a tenant command of NSA Naples.

In mid-December, criminal charges against Correa were dropped after the convening authority ruled that the initial Article 32 investigation, held in November, was “procedurally defective” because the investigating officer improperly closed the entire investigation to the public and media. A second Article 32 was held in January.

No court-martial trial date had been set as of Wednesday.

Authorities allege that in spring 2005, Correa inappropriately touched a then-12- year-old girl who stayed at his home while her mother, also a sailor, was in the United States for naval schooling, according to testimony from the January investigation.

The fraternization charge stems from an allegation that Correa visited a 34-year-old seaman in her barracks to help her “find her limits” with alcohol by having her drink eight shots of tequila while playing chess.

The sexual harassment charge stems from allegations that Correa made a 21-year-old petty officer third class feel uncomfortable on three separate occasions: he invited her to his house, with his family present, to help her “find her limits” with alcohol consumption after learning she was planning to go to Oktoberfest in Germany; he discussed his own sexual history and gossip of sexual relationships of other sailors in their command during the workday; and he commented on her body after seeing her work out at the base gym.
