Two Defense Department organizations have posted forms and information on the Internet, kicking off the process by which current and former nonappropriated fund employees overseas can claim millions of dollars in unpaid post allowances.

The Army and Air Force Exchange Service and Commander, Navy Installation Command both posted documents and details on public Web sites over the weekend to enable employees to recoup the money owed them. Links to those sites are available at:

Three other major NAF employers — the Air Force, the Marine Corps and the Navy Exchange — hadn’t posted the needed forms on their Web sites as of Monday afternoon, but are expected to do so soon.

In a news release issued Friday, AAFES senior vice president of European operations said the exchange’s goal is to issue payments for unpaid post allowances within 60 days of receiving a claim. "A two-month turnaround will only be a challenge if incomplete or inaccurate information is submitted," Jack Morris was quoted as saying in the release.

Roughly 2,850 current NAF employees and an unknown number of former workers are expected to be eligible for at least some compensation under a back pay plan posted Thursday on the Civilian Personnel Management Service Web site. Early estimates by the DOD suggested the plan could cost employers roughly $68 million.

The payments will not include interest because a portion of the U.S. code governing back pay "does not extend to these types of claims for Post Allowance by NAF employees," according to a document outlining the back pay procedures on the CPMS Web site.

Current and former NAF employees who worked for any of the five affected NAF components overseas in full-time positions at any time between Dec. 1, 2001 and April 24, 2008 could be eligible for allowance back payments. Employees who worked for more than one NAF component during that period have to file claims with each employer.
