The Page 1 and Page 3 headlines in Monday’s edition for a story about South Korean subcontractors going unpaid for their work on the Camp Humphreys expansion project were misleading. The U.S. military cannot require a contractor to pay twice for the same services. Any claims that Jinsung Industrial Development — a subcontractor hired by prime contractor Seohee Construction Co. Ltd. — didn’t pay its own subcontractors must be resolved through the South Korean legal system, not through U.S. Forces Korea.
