AVIANO AIR BASE, Italy — The top leadership positions in the 31st Fighter Wing are changing hands over the next two months.

Col. Charles Q. Brown Jr. takes over as commander of the wing from Brig. Gen. Craig Franklin in a ceremony on June 9. Brown, director of the Secretary of the Air Force/Chief of Staff of the Air Force executive action group, is also slated to receive his first star.

Franklin, who has commanded at Aviano for two years, will receive his second star and take over command of the 332nd Air Expeditionary Wing in Balad, Iraq.

By the time that Brown takes over, Col. Patrick A. McClelland will already be in place as the wing’s vice commander. McClelland, who currently works in the policy division at the Pentagon, takes over for Col. Michael Gantt, who command the 53rd Wing at Eglin Air Base, Fla.

Col. Patrick J.S. Miller took command of the 31st Operations Group in a ceremony Tuesday, replacing Col. Thomas Gould, who will command the 435th Air Base Wing at Ramstein Air Base in Germany.

Col. Brian T. Kelly becomes the new leader of the 31st Mission Support Group on June 11, replacing Col. David Slade.

The wing’s top enlisted position will also change this summer. Command Chief Master Sgt. Charles Collins is set to retire on July 2. A replacement hasn’t been named.
