YOKOSUKA NAVAL BASE, Japan — Yokosuka sailor Rickey Ray Williams will be charged with multiple violations of Japan’s Road Traffic Law — including driving without a license, driving under the influence of alcohol and failure to report an accident — according to the Yokohama District Public Prosecutor’s Office.

Williams, 20, was indicted Jan. 24, 10 days after police say he hit another car while driving intoxicated and without a license around Yokosuka city, a prosecutor’s office spokesman said.

The spokesman said Williams also did not report the incident to the police and fled the scene. He was arrested after midnight Jan. 14 and remains in police custody.

According to the Mainichi newspaper, Williams is a petty officer third class aboard the USS Kitty Hawk and was on Route 16 in Yokosuka city at the time of the accident. The prosecutor’s office would not confirm that information.
