Naval Station Rota, Spain, Feb. 28, 2003: Petty Officer 3rd Class Ralf Williams, right, dishes out lunch to a sailor at the Naval Station Rota galley. Base shops have extended hours and the galley will temporarily no longer serve family members of military personnel because of the influx of people at the naval station. The base population had grown due to the U.S. military buildup in preparation for what was then a potential war against Iraq.
