The U.S. Navy says a renovated high-rise barracks at Naval Base Kitsap-Bremerton in Washington is ready for sailors to move in — the first of six large renovation projects to improve housing and ensure fewer sailors have to live aboard ship while in port.
“This milestone project supports the ‘No Sailor Lives Afloat’ initiative, providing 304 sailors with high-quality housing,” said Destiny Sibert, a Navy spokeswoman at Naval Base Kitsap. “The revitalized building now features a yoga studio, theater rooms, arcades and gaming lounges for our service members to connect and recharge.”
The $12.1 million renovation of the 10-story, 152-room building at Naval Base Kitsap-Bremerton is part of a broader, $375 million multiyear investment by the Pentagon’s Barracks Task Force at 95 military installations.
“Providing safe, comfortable, and clean housing is a responsibility we owe to every sailor who volunteers to serve,” Vice Adm. Scott Gray, commander of Navy Installations Command, said in a statement. “Completing this project at Kitsap is an important step in a much larger, multiyear effort to improve unaccompanied housing across the Navy.”
The project is also part of Chief of Naval Operations Adm. Daryl Caudle’s “No Sailor Lives Afloat” effort, which he said during a Navy-wide virtual town hall Wednesday had reduced the number of sailors forced to live aboard ship in port to about 2,000.

The building at Naval Base Kitsap-Bremerton was outfitted with new furnishings and window coverings, with revitalized common areas on each floor that include a billiards and foosball area on the first floor; electronic gaming rooms on floors two and nine; theater rooms on the third and eighth floors; a tabletop gaming lounge on the fourth floor; dedicated wellness spaces, including a yoga studio on the fifth floor and a “Zen Den” library on the sixth floor; and arcades on the seventh and 10th floors.
“By addressing critical facility needs directly, we are providing our sailors with the high-quality spaces they deserve to live, recharge, and remain focused on their operational mission,” said Capt. Alex Baerg, Naval Base Kitsap commanding officer.
The Navy said the other five early priority projects are:
Joint Expeditionary Base Little Creek/Fort Story: Shields Hall, Building 3601 (638 beds)
- Replace variable refrigerant flow (VRF) system with a non-VRF HVAC system, including all associated piping, boilers, etc., plus dropped ceiling replacement, installation of lockable access doors
- Approximate cost: $13.5 million
- Estimated completion: January 2027
Naval Support Facility Indian Head, Md.: USMC Barracks for Joint Chemical-Biological Incident Response Force
- Modernize barracks with structural, mechanical, electrical and fire suppression upgrades to enhance living standards, safety and energy efficiency
- Approximate cost: $22 million
- Estimated completion: July 2027
Naval Air Station Oceana, Va.: Center for Naval Aviation Technical Training Unit, Building 419 (336 beds)
- Comprehensive renovation — roof replacement, HVAC, plumbing, electrical, fire system updates, mold remediation, cabinetry replacement, new flooring, closet upgrades and painting
- Approximate cost: $91.8 million
- Estimated completion: July 2027
NAS Oceana (Va.) Dam Neck Annex: Building 550, MCIS Mardet student housing (338 beds).
- Full restoration and modernization — HVAC, plumbing, electrical system replacement, new flooring, closets, paint, updated bathrooms, new furniture and in-room refrigerators and microwaves
- Approximate cost: $78.3 million
- Estimated completion: September 2027
Joint Base Pearl Harbor-Hickam, Hawaii: Building 1489 (96 beds)
- Address deficiencies in systems — including plumbing, exterior, roofing, interior finishes, HVAC and electrical — plus interior renovations including upgrading kitchens, lounges, flooring, windows and shower areas
- Approximate cost: $30.3 million
- Estimated completion: TBD
