At right is Gen. Lucius Clay, deputy military governor of the American sector of occupied Germany. Hoover was in Europe for three weeks as President Truman's representative, tasked with bringing back a report on the food situation on the war-torn continent. His recommendation was that the U.S. provide food assistance to prevent a famine.
