Berlin, February, 1947: Former President Herbert Hoover is assisted by a military policeman as he steps down from a train at the Lichterfelde-West station. At right is Gen. Lucius Clay, deputy military governor of the American sector of occupied Germany. Hoover was in Europe for three weeks as President Truman's representative, tasked with bringing back a report on the food situation on the war-torn continent. His recommendation was that the U.S. provide food assistance to prevent a famine.
