(Editor's note: Think a president just steps off a plane and plays what happens next by ear? Think again. Every step is carefully managed — or at least it was during the Lyndon Johnson administration. The following is a set of directions handed out to the news media prior to LBJ's arrival in Manila, Philippines, on October 23, 1966.)

SCENARIO FOR ARRIVAL CEREMONY

Sunday, October 23, 1966

3:00 p.m.: Front door of Air Force One opens.

Colonel Cross and Major Robinson descend ramp as soon as in place and take positions to right and left, respectively, at the bottom of the ramp.

Ambassador Blair and Ambassador Benjamin Romualdez (Suite of Honor representing Philippine Government and escort for President Johnson) board aircraft.

3:02 p.m.: President and Mrs. Johnson will descend the ramp from the aircraft followed immediately by Ambassador Romualdez and Ambassador Blair.

Aides will salute the President as he passes.

Ambassador Romualdez will present President and Mrs. Johnson to President and Mrs. Marcos. President and Mrs. Marcos in turn will present President and Mrs. Johnson to the Welcoming Committee consisting of:

  • Vice President Fernando Lopez
  • Mrs. Lopez
  • President of the Senate Arturo M. Tolentino
  • Mrs. Tolentino
  • Speaker of the House of Representatives Cornelio T. Villareal
  • Mrs. Villareal
  • Chief Justice, of the Supreme Court Roberto Conception
  • Mrs. Conception
  • Secretary of Foreign Affairs Narciso Ramos
  • Mrs Ramos
  • The Executive Secretary Rafael Salas
  • The Secretary General of the Manila Summit Conference Jose D. Ingles
  • Mrs. Ingles

Ambassador Blair will accompany the President and Mrs. Johnson

Note: Ambassador Romualdez will remain at the foot of. the ramp and, together with Mr. Carter, will present remaining members of the official delegation {who should deplane in order of precedence to the Welcoming Committee. All others should remain aboard the aircraft.)

3:10 p.m.: After the Welcoming Committee has been presented, President Marcos, assisted by the Under Secretary of National Defense and Chief of Staff of the Philippines, will escort President Johnson to the Salute Base (a 6" raised, red-carpeted platform), Mrs. Johnson and Mrs. Marcos will be escorted to an area to the rear right of the Salute Base.

Note: Colonel Cross will accompany President Johnson to the Salute Base and take a position to the rear of the Salute Base on line with Philippine Generals.

The two Presidents will stand on the Salute Base.

The balance of the Official Delegation will be escorted by Ambassador Romualdez and Mr. Carter to their respective positions, slightly behind and to the right of the Salute Base.

Note: Secretary Rusk and other Official Delegates already in residence in Manila, including Mrs. Blair, will be prepositioned in the area designated for the Official Delegation.

3:15 p.m.: Commander commands Present Arms, ruffles and flourishes are played, followed by the national anthems of the United States and the Philippines. During the playing of the national anthems, a 21-gun salute will be fired, timed to begin with the first note of the United States National Anthem. Upon completion of the honors, President Marcos will invite President Johnson to inspect the Honor Guard. (Commander of the Honor Guard is Chief of  Staff of Armed Forces Honorable Alfonso Arellano).

Note: This is a walk-by. When they pass in front of the colors they will render a salute; no salute when they pass in rear of the colors.

When the two Presidents start to inspect the Honor Guard, remaining persons aboard the aircraft should deplane by the rear entrance of the aircraft and proceed, escorted by Embassy personnel, directly to the vehicles.

3:22 p.m.: Upon completion of the Inspection of the Honor Guard, President Marcos and President Johnson, joined by Mrs. Marcos and Mrs. Johnson, will proceed to the reception line where they will be welcomed by the Diplomatic Corps, Members of the Cabinet, Senators, Congressmen, Justices, local officials, members of the United States community, and their respective wives.

3:25 p.m.: At the conclusion of the reception line, President and Mrs. Marcos will escort President and Mrs. Johnson to their car and bid them farewell.
