Tokyo, May 29, 1982: Dr. Benjamin Hooks, executive director of the National Association for the Advancement of Colored People, makes a point during a brief visit to Japan as the guest of the United States-Japan Foundation. Hooks blasted the Reagan administration's tax cuts, calling them "the most unwise, unfair economic policy that America has had in its 200-year history," Hooks served as head of the NAACP for 15 years, and most recently has taught at the University of Memphis.
