A Philadelphia VA office kept veterans waiting for months to get answers to questions, paid millions in duplicative benefits and housed some employees in a vermin-infested warehouse, according to a federal report.
Some veterans stay for a few weeks, others never leave. There is no time limit, no restriction on when they can come and go, no expectation that a fractured life will mend in 30 days.
A government attempt to close a loophole in a benefit for low-income wartime veterans could hurt many of those it was designed to help, a benefits consultant said.
