WASHINGTON — A brisk wind kept the temperature down and the kites up Saturday as the fifth annual Blossom Kite Festival attracted a big crowd to the grounds of the Washington Monument.
The event is part of the National Cherry Blossom Festival, which runs through April 15. This year's blossoms have gotten a late start as the result of a cold winter; as of Saturday, the official estimate from the festival's website was that the peak bloom will take place April 11-14.
