Dulles ignores Chou En-Lai at Geneva

GENEVA, April 27 — U.S. Secretary of State John Foster Dulles and Communist China's "fabulous" Chou En-lal found themselves under the same roof yesterday for the first time — but they did not meet.

Dulles himself hung the "fabulous" tag on the Chinese premier-foreign minister during the Berlin conference earlier this year.

While Soviet Foreign Minister Vyacheslav M. Molotov was calling at Berlin for a Big Five global parley with China, Dulles arose one day to ask sarcastically who this "fabulous" Chou En-lai was whose mere presence at a conference table could solve so many ills.

Dulles saw Chou yesterday for the first time in the council chamber of the old League of Nations building. The Red Chinese leader was dressed in the blue woolen soldier-worker tunic sported by many Communist chiefs.

British Foreign Secretary Anthony Eden, whose government recognizes Red China, was presented to Chou after the session by Molotov. Dulles chatted with Molotov later but Chou was not around and he and Dulles were not introduced.

(A delegation representative said Dulles "never even looked" in Chou's direction, AP reported.

("However," the eyewitness said, "I didn't see Chou look at Dulles either."

(Dulles also ignored the North Koreans, headed by Gen Nam Il, the conference representative said.)
