Coast Guardsman charged with DUI, reckless driving on Guam

A Coast Guardsman assigned to the cutter Washington at U.S. Naval Base Guam faces a felony driving-under-the-influence charge following two alleged hit-and-run incidents last weekend in Tumon that left six people injured.

Seaman Abraham Nathaniel Mann, 18, also is charged with misdemeanor DUI, operating a motor vehicle without a valid driver’s license and reckless driving, a Coast Guard official said Thursday. He was arrested by Guam police around 4 a.m. on Oct. 6.

Mann, who is under Coast Guard custody and restricted to his ship, has a preliminary hearing Oct. 26 in Guam Superior Court, Lt. Marcus Hirschberg, command center chief for U.S. Coast Guard Sector Guam, said Thursday.

According to a Guam Police Department report, Tumon officers responding to an accident came across a blue BMW driven by Mann. They learned the vehicle also had been involved in two other collisions earlier on Route 14, in which Mann allegedly struck a Nissan Sentra and Toyota Corolla with his BMW before fleeing the scene.

Six people were injured in the three accidents, the report said. Five were treated at the scene by Guam Fire Department medics, while one had to be transported to Guam Memorial Hospital. The extent of the injuries is unknown.

According to police, Mann failed a DUI test at the scene and a Breathalyzer later revealed his blood-alcohol level was twice the legal limit of .08 percent.

Hirschberg confirmed the elements in the police report but said he had no more details about the incident.
