North Korean officials to tour site
of planned nuclear power plants

A Korean energy organization was to take 21 North Korean officials on
a site tour Thursday where it plans to build two nuclear power plants.
The Korean Peninsula Energy Development Organization, commonly called
KEDO, said in a news release that officials would be briefed on the projects status
during the visit at Kumho.
The two nuclear reactors were promised to North Korea in the 1994
nuclear agreement with Washington.
The tour comes as Pyongyang is demanding compensation from KEDO and
Washington for a critical electricity shortage it says resulted from delays in the
project. The reactors originally were scheduled to be online in 2003, but officials now
say the project cannot be completed until at least 2007, and possibly not until 2010.
KEDO has rejected the demand, saying 2003 was only a tentative and
not a contractual date. U.S. government officials have said there are no grounds for
compensation.
