LANDSTUHL, Germany — Army Col. David Rubenstein "scrubbed in" to replace Col. Elder Granger as commander of the Landstuhl Regional Medical Center in a ceremony July 18.

Rubenstein arrives from commanding the 21st Combat Support Hospital, Fort Hood, Texas.

Granger leaves to be the new director of Health Services and Policy for the Army Surgeon General’s office in Falls Church, Va.

The new commander plans to continue Granger’s leadership policies concerning health care at the medical center, he said.

"It would be hard to improve on the outstanding leadership of Col. Elder Granger," Rubenstein said in a press release.

At the ceremony the new commander had a message for the leaders and servicemembers around Europe.

"I pledge that the Landstuhl health system will continue to be a valued and vital member of the European-based forward deployed military," he said. "I pledge that when you need us to care for your soldiers, airmen, seamen, Marines and their families — we’ll be there."

Rubenstein is taking control of Europe’s largest U.S. medical treatment facility. The medical center provides primary medical care, hospitalization and treatment for more than 60,000 personnel in the center’s immediate vicinity, and specialized care for more than 250,000 personnel as a referral center for the entire European Theater.

Rubenstein formerly was commander of the 21st Combat Support Hospital, Task Force Med Eagle (Bosnia), 18th Surgical Hospital (MASH), and Headquarters Company, 307th Medical Battalion (Airborne). Other assignments have been with the 3rd Medical Battalion, 7th Infantry Regiment, Eisenhower, Madigan, and Beaumont Army Medical Centers, DeWitt Army Community Hospital, the Office of The Surgeon General and the Academy of Health Sciences.

Rubenstein is a graduate of Texas A&M University and the Army War College. He has a master’s degree in health administration from Baylor University and a master’s degree in military art and science from the Army’s Command and General Staff College.

Among his awards and decorations are the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Armed Forces Expeditionary Medal, Humanitarian Service Medal, NATO Medal, Overseas Ribbon, Military Outstanding Volunteer Service Medal, and Army Superior Unit Award.

Rubenstein is married to Patricia, and has two children, Sarah and William.
