S. Carolina voters in military must
request ballot for special House election

All servicemembers and their families who are registered voters in South Carolina’s 2nd District are eligible to vote in a special primary election to fill the congressional seat vacated by Rep. Floyd Spence, who died on Aug. 16.

The election will be held on Tuesday, Oct. 30, with a primary runoff on Nov. 14 if necessary. The special general election will be held on Dec. 18.

South Carolina’s 2nd District includes all or part of Allendale, Aiken, Barnwell, Beaufort, Calhoun, Colleton, Hampton, Jasper, Lexington, Orangeburg and Richland Counties.

Servicemembers from this district who are deployed overseas who want to vote in the election must register to vote, if they have not already done so this year.

Once registered, servicemembers must request a ballot for the Oct. 30 Special Primary Election and the Dec. 18 Special General Election by completing and submitting a Federal Post Card Application (FPCA), SF-76, as soon as possible to their county’s Board of Voter Registration.

Unregistered citizens must submit their FPCAs by Sept. 29 for the special primary election and Nov. 17 for the special general election. Registered voters’ ballot applications must be received by Friday, Oct. 26, and Dec. 14 for these elections.

Be sure to allow time for the ballot to be sent and received by mail. One FPCA will provide ballots for both of these elections.

For more information, go to www.fvap.ncr.gov under “Communicating with Your Elected Officials, Who Is My Representative?”

Voters also can consult Chapter 3 of the 2000-2001 Voting Assistance Guide, which is on the Web site, for more instructions on filling out the FPCA and addresses. The Web site offers a link to the South Carolina State Election Commission for more voting information.
